This fall, MCCD and our partners in the newly-formed St. Paul Housing Coalition have asked candidates for St. Paul City Council to share their perspectives on housing issues in their ward and across the City. We’ve also helped coordinate a series of candidate forums to offer the opportunity for community members to attend and ask questions. The quid pro quo between the Department of Justice and the City of St. Paul, Minnesota, is largely the result of the machinations of one man: Assistant Attorney General Thomas Perez. Yet the consequences of his actions will negatively affect not only Fredrick Newell and the lowincome residents of St. Paul who he championed. The effects of this quid pro quo will be felt by future whistleblowers who act courageously, and often at great personal risk, to fight fraud and identify waste on behalf of federal taxpayers. The effects of withdrawing Magner will be felt by the minority tenants in St. Paul who, due to the case’s challenge to the City’s housing code, continue to live with rampant rodent infestations and inadequate plumbing. The effects of sacrificing Newell’s case will cost American taxpayers the opportunity to recover up to $200 million and allow St. Paul’s misdeeds to go unpunished. Far more troubling, however, is the fundamental damage that this quid pro quo has done to the rule of law in the United States and to the reputation of the Department of Justice as a fair and impartial arbiter of justice

Questions on Affordable Housing
The Saint Paul Housing Coalition is a group of community members and organizations advocating at the local level to ensure everyone in Saint Paul can access safe, stable, affordable homes and neighborhoods.
Affordable housing has become an increasingly important issue for Saint Paul residents and voters. Saint Paul residents would like to better understand where candidates for city council stand on issues related to affordable housing. To help provide this information, the Saint Paul Housing Coalition has created the following list of questions for candidates. We hope that you, as a candidate for Saint Paul City Council, will provide us with the answers to these questions. Saint Paul Housing Coalition organizations and partners will distribute your answers to residents.

1. Tools to produce and preserve: Local governments have a variety of resources that can be utilized to support affordable housing, including public land, tools like tax increment financing, contracts, licensing authority, and more. How would you utilize these city resources and tools to support housing needs?

If so, how would you go about finding a larger permanent and dedicated funding source?

3. Deeply affordable housing: Area Median Income for the Twin Cities Metropolitan Statistical Area, which is used to measure housing affordability, is $100,000. This does not reflect the realities of Saint Paul residents, whose Area Median Income is around $52,000. We know housing affordable to extremely low-income residents is nearly impossible to find. How will you support housing stability for Saint Paul households at that income level?

4. Density: The Saint Paul 2040 Comp Plan envisions increased density at various neighborhood nodes. How do you plan to leverage this increased density for affordable housing?

Trying to expose the no of Single,Duplex,4 plex converted to Halfway Houses, Sober, Sex etc. contrary to Community Standards.

5. Housing quality: Housing that is affordable may also be old, poorly-maintained, and have health hazards like mold, rodents, or lead. In some areas, old and unhealthy housing stock is the only options for many families, putting residents at risk of displacement for housing safety reasons. For locations with strong housing markets, older apartment builds are also at risk for being “flipped, displacing residents who cannot afford resulting rent increases. How would you address housing quality and risk of displacement for residents in your ward?
